SESSION I - A & I – B: EPC OF AFFORDABLE HOUSING & MARKETING AFFORDABLE HOUSING
Key pointers:
Owing to the income distribution, the need and demand are different in Affordable Housing, the problem in Mumbai can't be solved - other nearby areas should also be considered, to make it a success like good infrastructure and the last mile connectivity.
For making Affordable Housing attractive, the following should be undertaken:
- Creation of land parcel with infrastructure
- Swifter approvals
- Public Private Partnership model
- Tax - Free bonds for affordable housing
- Self-declaration model and Good governance
- Policy reforms and Capacity building
32 million homes are required in 2022
SESSION I - D: UD & MoEF SESSION
- Government's larger vision is to promote and allow development in the state
- FSI approval not to come to Government – Work is on
- Except for cluster development, township development, no other approval comes to government
- For zone change, approval to be obtained from local authority
- A common DC Regulation for all Municipal Corporations
SESSION II - A: FUNDING AFFORDABLE HOUSING SESSION
- RBI to be pushed for affordable housing for land funding
- Representation to be made before CBDT for clarification for earlier project (IOD received) but CC received post 1 June should be eligible for deduction under section 80IBA
- RBI has relaxed LTV for individual borrower
- NHB passes the subsidy within 4 days
- MOU signed between SBI and Maharashtra government for funding SRA project
SESSION II - B: EODB IN REVENUE & MoEF SESSION
- Land titling bill will come by December 2017
- Recommendation for coming out with publication on government's reform initiatives
- Valuation for stamp duty to be location based will soon be rolled out.
- Maharashtra land mutation - power can be delegated by making amendment to Maharashtra land revenue
- Reference to the built-up area cannot be changed to carpet area side under TOPA; the calculation includes internal walls etc.
SESSION II - C: EODB IN BUILDING PLAN APPROVAL SESSION
- Rationalization of tax needed
- Reason for rejection of application to be made public
- Hoarding charges can be paid along with IOD charges
- Period for which file is pending with the government official to be monitored
- Simplification of OC
SESSION III: MAHARERA SESSION
- Purpose of RERA is to ensure that the building is complete and possession is granted to buyers
- No maximum limit on the number of documents that can be uploaded
- Letter was written to the government requesting to repeal MOFA
Maharashtra Transfer of Title Act to replace MOFA. This regulation to cover the following:
- Project getting OC post 1 may 2017
- Formation of legal entity
- Defect liability
