May 6, 2016: Hon’ble Minister of Urban Development Shri M Venkaiah Naidu and Hon’ble Chief Minister of Maharashtra Shri Devendra Fadnavis inaugurated a workshop on “Online construction permits in Mumbai”. Ease of Doing Business Workshop was organised by Municipal Corporation of Greater Mumbai at MMRDA, BKC. Hon’ble Mayor Smt. Snehal Ambekar was also present on the occasion. Hon’ble Urban Development Minister Shri Venkaiah Naidu noted that MCGM move will bring revolutionary change in the perception about the system. Shri Naidu also said that the Municipal Corporation has integrated many approvals like fire and water to prevent applicants from going to the departments. However, for Mumbai, there are two special requirements --coastal regulation zone and restrictions due to the national park being located within the city and integration with these two processes is under way.


Hon'ble Chief Minister applauded the efforts of Shri Ajoy Mehta, (I.A.S.), MCGM Commissioner for reducing the span for issuing building permits to just 60 days from 2/3 yrs. Hon’ble Chief Minister said, “My another task to MCGM was to put this entire processes on digital platform and I am happy to announce that it be will done by 15th May' 2016. We should use latest technologies not only to facilitate construction permissions but also to keep a watch on illegal constructions. Apart from Mumbai we have prepared a single DCR for all cities and we are putting it on a digital platform in coming two months. Hon’ble Chief Minister appealed members from MCHI - CREDAI & other organizations to build affordable houses for poor & help in fulfilling the dream of housing for all. Hon’ble Chief Minister of Maharashtra lauded the efforts of MCHI - CREDAI in building affordable houses for poor and help in fulfilling the dream of housing for all.

The highlights of implementation of Ease of Doing Business:

  • From May 15, 2016 all proposals will be accepted online. There will be no physical submission. Approval will also be given Online.

  • There will be option to Architects for getting NOC/ Remarks manually or online.

  • If we opt online then we will have to submit proposal with Pre DCR and SE will generate the scrutiny report and then forward to the concerned department for NOC/Remarks.

  • All the formats of EODB in AUTO DCR to be uploaded so that the fact sheet can be directly filled and submit report online to avoid all the duplication.

  • MCGM has integrated Civil Aviation NOC & National Monument Authority (NMA) NOC’s. While submitting the proposal online there will be option where one will have to fill in the details required for Civil Aviation NOC and if applicable for NMA. Once application is submitted the system will directly submit for remarks to Civil Aviation & NMA.

  • Civil Aviation NOC and NMA NOC will be directly forwarded to MCGM which can be seen and download from the console.

  • In future Environment, Railway, CRZ etc will be also integrated by MCGM.
