- Detailed discussions were held regarding the reasons for delays in issuing 33/38 notices.
- Kalyankar directed the SRA staff to expedite the process.

- Abhay Yojana – Extension (Scheme-wise):
- Kalyankar conveyed that he is not in favor of extending the scheme further on a scheme-wise basis.
- Standard Operating Procedures (SOPs):
- SOPs for various schemes were discussed.
- It was suggested to include details such as proposal numbers, individual targets, and phase-wise implementation plans.
- Pending Scrutiny Sheets – Abhay Yojana Transfers:
- A list of all pending scrutiny sheets for Abhay Yojana transfer cases is to be compiled and submitted with clear timelines for processing.
- Deemed NOC Process:
- The importance of adhering to the prescribed timelines was reiterated:
- Process duration: 7–15 days
- Final acceptance: within 15 days
- Draft Annexure:
- A comprehensive draft annexure is to be prepared and finalized within a six-month timeframe.
- Biometric Implementation:
- The target for full implementation of biometric systems has been set for December 2025.
- Other Operational Issues:
- Discussions included procedural improvements such as:
- Timely submission of documents to the clerk
- Issues surrounding NOCs for religious structures
- Clarifications on rent-related NOCs
- Project Delays:
- Kalyankar requested CREDAI-MCHI to submit detailed reasons for delays in any ongoing SRA projects.
- He assured full support and cooperation from his office to address and resolve such issues promptly.
Meeting with Shri Bhushan Gagrani, Municipal Commissioner, BMC on July 9, 2025
Shri Keval Valambhia (Chief Operations Officer), Shri Harish Gupta (Assistant General Manager) attended the meeting.
Purpose of Meeting:
on Utilization of Credit Notes issued by BMC for Payment of Fungible FSI Premium and Other Premiums Collected by MHADA and SRA
Discussion Summary:
- Overview of Credit Notes:
BMC has issued credit notes to developers constructing PAP tenements in exchange for land and rehabilitation tenements. These credit notes are currently permitted for use against BMC dues such as property tax and fungible FSI premium payable directly to BMC.
- Issue Raised:
Developers are facing difficulties in utilizing these credit notes for payments made to MHADA and SRA, even though such premiums are collected by these agencies on behalf of BMC.
- CREDAI-MCHI Request:
CREDAI-MCHI requested that the BMC allow the use of such credit notes for payments towards fungible FSI and other premiums when collected by MHADA and SRA for projects falling under their respective jurisdictions.
- Suggested Action:
It was requested that the Municipal Commissioner direct the DMC (Finance) to work with MHADA and SRA to devise a streamlined process that enables the credit notes to be used in such cases, thereby ensuring parity and operational efficiency.
- Response from the Municipal Commissioner:
Shri Bhushan Gagrani acknowledged the merit of the request and assured the delegation that the matter would be examined in detail. He agreed to look into formulating a mechanism in coordination with MHADA and SRA for enabling such utilization of credit notes.
Meeting with Shri Bhushan Gagrani, Municipal Commissioner, BMC on 17 July 2025

Purpose of Meeting:
Installation of Air quality monitors at all construction sites in Mumbai as per Hon’ble High Court’s order
CREDAI-MCHI, led by President Shri Domnic Romell and Secretary Shri Dhaval Ajmera, in collaboration with NAREDCO, met with Hon’ble Municipal Commissioner Shri Bhushan Gagrani to discuss the implementation of mandatory air quality monitors at construction sites, as per BMC and High Court directives.
Key points discussed:
- Delay in Equipment Delivery:
- CREDAI-MCHI highlighted delays from empaneled vendors in supplying monitors.
- A request to refrain from issuing stop-work notices due to these delays was favorably consideredby the Commissioner.
- Uniformity Across Projects:
- It was requested that there be no separate requirement for projects above ₹500 crore regarding sensor installation.
- This request was acceptedby the Hon’ble Commissioner.
- Compliance and Awareness:
- The Commissioner emphasized strict compliance and the need to raise awareness for pollution control.
- Additional Matters Raised:
- Extension of installment policies with reduced interest rates
- One-time estate mortgage renewal
- Regular monthly meetings with MCHI to resolve approval delays and streamline procedures
CREDAI-MCHI, along with representatives from its Kalyan, Thane and Palghar Boisar chapters, held a productive meeting with Shri Sanjeev Jaiswal, VP & CEO, MHADA on July 25, 2025

During the meeting, on the request of CREDAI-MCHI, Shri Jaiswal assured that in cases where an allottee fails to make payment after the lottery, MHADA will issue a 30-day deemed cancellation notice. After this period, developers will be permitted to allot the flats to new buyers on a first-come, first-serve basis, subject to submission of the new allottee details on the MHADA portal for regularization.
The meeting was well attended, with over 20 members from CREDAI-MCHI. The delegation was led by Shri Prashant Khandelwal, Shri Faiyaz Virani, Shri Jitendra Mehta, and Shri Bharat Cheda.
